Community Choice Aggregation — Illinois

Local Energy Choice
for Illinois

What Is Municipal Aggregation in Illinois?

In Illinois, Municipal Electric Aggregation allows cities, villages, and counties to pool the electricity demand of their residents and small businesses and put that combined load out for competitive bid among licensed retail suppliers. Aggregation programs are authorized by voter referendum, and most operate on an opt-out basis — eligible customers are automatically included at the community’s negotiated rate and may leave at any time. Your local utility (ComEd or Ameren) continues to deliver power, maintain lines, and handle billing; only the supply portion of the bill changes.

How the Process Works

1.
Referendum

The community places aggregation on the ballot; voters approve.

2.
Consultant Engagement

Municipal officials engage a licensed aggregation consultant to design the program.

3.
Competitive Bid

The community's combined load is bid among pre-qualified retail suppliers; officials select the winning offer.

4.
Community Education

We run the information campaign: mailings, public meetings, and opt-out notices, so every resident understands the program.

5.
Enrollment & Ongoing Support

Eligible customers are enrolled automatically; we monitor the program and manage renewals.
